Part of Black Mountain
Raul Tejada, a ghoul mechanic Tabitha forced to fix her equipment, is locked in a cell inside this building. You can open the door with the key Tabitha carries, by hacking the Very Hard terminal next to it, or by reading entry 6 on the terminal near the entrance, which gives the password.
Once freed, Raul either heads home to his shack or joins you as a companion, and he offers repairs. Leaving the building after freeing him spawns Tabitha and two nightkin outside, hostile. Cuddles' toy car sits on the table with the entry terminal.
How to get there
Reach the summit of Black Mountain; the prison is the first building you come to.
