Next to Gun Runners
Isaac's house belongs to Isaac, the supply manager of the Gun Runners' New Vegas branch, who spends his days outside the company kiosk. The house is in East Vegas, east of the kiosk just beyond the overpass, and the shopping cart by the front door sets it apart from the similar ranch houses nearby.
Inside are a living room, a kitchen with a refrigerator and some minor loot, and a bedroom with an unowned bed you can sleep in. Isaac is one of the people you talk to in Dealing with Contreras, which looks into Sergeant Contreras' side deals at Camp McCarran. The front and back doors line up, which can make the quest compass route you straight through the house.
How to get there
Walk east from the Gun Runners kiosk and pass under the overpass; look for the shopping cart.
