NCR Correctional Facility
The old NCR prison east of Goodsprings, now the Powder Gangers' headquarters under their leader Eddie, with quests on both sides.

The NCR Correctional Facility is a former prison off the I-15 north of Primm and east of Goodsprings. The convicts working the rail line had access to dynamite and promptly used it to take over, killing or driving off the guards. The result is the Powder Gangers, and this prison is their headquarters. Dawes guards the main gate and will unlock it for 100 caps, or you can pickpocket his key, after which you can move around the yard and cell blocks without being shot at.
Eddie, the gang's leader, works out of the old warden's office on the top floor of the administration building and gives the quest I Fought the Law, which can be played straight for the Gangers or turned against them for the NCR. Along the way you deal with Chavez and his breakaway crew at Powder Ganger Camp South and find proof of the coming NCR attack. In the visitors center you meet Meyers, a former lawman who can become sheriff of Primm in My Kind of Town if the NCR pardons him. Hannigan in the administration building is the gang's doctor, and Carter sells chems and odds and ends in cell block B.
The Powder Gangers here only turn on you if your reputation with the gang is bad, but then they throw dynamite freely, which is deadly at low level in the open yard. If you side with the NCR, an attack on the prison follows and you can fight alongside the troopers. Loot is good for an early-game location: explosives, the powder charge schematics in cell block B, a skill magazine in Eddie's locked stash room, and guns and ammo scattered through the blocks and towers. Note that Samuel Cooke's breakaway faction left for Vault 19 and is not here.
How to get there
From Goodsprings follow the road southeast to the I-15; the prison is the walled compound on the east side of the highway.

Tips
- Pay Dawes 100 caps at the gate to enter peacefully; the gang only attacks if your Powder Ganger reputation is bad.
- Meyers in the visitors center can become sheriff of Primm in My Kind of Town once Major Knight at the Mojave Outpost pardons him.
- Dynamite thrown in the open yard is the main killer at low level; fight from doorways and the towers.
- I Fought the Law can be completed for Eddie or used to help the NCR clear the prison.
