Part of Hoover Dam
General Lee Oliver, commander of the NCR forces in the Mojave, runs the defense of the dam from this cubicle-filled office section behind power plant 04. It stays locked for the whole game except during the final quests. A radio sits on the floor outside its door.
NCR players are moved straight into Oliver's office at the start of Eureka! for his briefing on killing Legate Lanius. Legion players force their way in during Veni, Vidi, Vici to deal with him, through hallways blocked with piled desks, force fields and traps. Oliver claims there is a secret way out somewhere inside, and containers here count as stealing no matter which side you are on.
How to get there
Only during the endgame: go through Hoover Dam to the bottom floor of power plant 04 and take the door at the far side.
