Part of Freeside's North Gate
The ruined store is a battered building on the west-northwest side of north Freeside, by the old train station, where an NCR aid effort under Major Elizabeth Kieran hands out food to squatters. Its only door is locked, and during G.I. Blues two NCR troopers in plain clothes guard it. You can get in by passing a 60 Speech check, pickpocketing the Freeside house key from one of them, or giving the password Hope, which a missionary or Rotface can tell you.
Inside, squatters wait in front of a counter where Major Kieran works. She is part of the G.I. Blues story about the Kings and the NCR, and once that quest is resolved she and the squatters leave for good. The store is hard to find by following the Pip-Boy alone; following the train tracks toward the station's boarded-up blue doors is the easier route.
How to get there
From Freeside's north gate, walk past the Old Mormon Fort and follow the railway tracks west toward the old train station.
