Part of New Vegas Strip
The Lucky 38 is the tallest tower in New Vegas and the private citadel of Mr. House, who rules the Strip from it through his Securitron army. House bought the pre-War casino and fitted it with laser defenses and mainframes to shoot down incoming warheads, then sealed himself in a life support chamber above the penthouse. Nobody had set foot inside for some 200 years by the time the Courier arrives. It stands in the northern section of the Strip, on the east side across from Gomorrah.
Victor the Securitron finds you on your first visit to the Strip and invites you in, and while House lives you need Victor to work the elevator. The ground floor is a casino whose tables and slots do not work, with a VIP lounge above the cashier. Above are the cocktail lounge, the penthouse where House talks to you from his screens and Jane trades caps for snow globes, a hidden control room, and the presidential suite House gives you after your first meeting. Companions may not enter the lounge or penthouse, but they can live in the suite.
Mr. House's questline starts here with The House Always Wins, and the other paths bring you back to deal with him too, from Caesar's Render Unto Caesar to Yes Man's Wild Card. Emily Ortal's The Moon Comes Over the Tower has you bug the terminal behind the VIP lounge bar. The VIP lounge also holds the unique Golden Gloves, and the cocktail lounge has the Test Site snow globe and a Hard-locked briefcase with C-4, a detonator and a silenced .22 pistol. Most items in the building can be taken without losing Karma.
How to get there
Enter the Strip through the north gate in Freeside; the Lucky 38 is the tower on the east side of the first section.

Tips
- Dismiss companions to the presidential suite instead of sending them home; they wait there together.
- The control room needs 75 Science, the platinum chip or the Lucky 38 VIP keycard, and its two Securitrons turn hostile when it opens.
- Every container in the building is safe storage, so the whole casino works as a player home.
