Third Street Municipal Building

The Third Street Municipal Building stands southwest of the Sunstone Tower roof. Only its second and third floors are reachable: climb the concrete slab ramp and metal wreckage from the northeast to reach the second floor. An Office of the Treasurer terminal sits on a desk in the northwest corner, full of pre-War memos complaining about funding requests from the water treatment plant, and reading it counts toward the Nostalgia challenge. With Wild Wasteland, it unlocks itself with the password "guest".

A sheet-metal catwalk at the west end of the second floor leads to a sewer grate into the municipal sewers. A pair of tunnelers stalk the single path, and halfway along lies a destroyed eyebot with an eyebot upgrade circuit board for ED-E. The sewers come out on the third floor, where a dead NCR riot control officer lies in a sniper's nest by a north window. He wears the unique elite riot gear and helmet and has a sniper rifle and a pile of .308 rounds next to him.

A copy of Lying, Congressional Style rests under the physician's desk on the same floor. The building is entirely optional, but the elite riot gear is among the best medium armor in the game. Depending on whether you kill the marked men in the building to the northwest when you arrive, two deathclaws may appear outside. Its helmet also gives red-tinted night vision while you sneak at night or indoors.
