Jessup and his Great Khans helped Benny shoot the Courier in Goodsprings, then followed him back toward New Vegas. Near Boulder City they ran into an NCR patrol under Lieutenant Monroe, took Privates Ackerman and Gilbert hostage and holed up in this old store inside the ruins, keeping the hostages in the wrecked building next door, while Benny slipped away with the platinum chip. McMurphy, one of Jessup's crew, lies dead on a bed in the back room.
Talk to Monroe at the ruins entrance to start Boulder City Showdown. You can negotiate with Jessup, which needs a 45 Speech check to free the hostages, then talk or bribe Monroe into letting the Khans go, or you can sneak in and kill them. Talking to Jessup reveals that Benny fled back to New Vegas. Jessup also has Benny's engraved cigarette lighter, which you get whether you kill him or he hands it over after a peaceful deal.
How to get there
Speak to Lieutenant Monroe at the gate to the Boulder City ruins; the hideout is the standing store inside.
